Hydro-Electric Plant

Project History

The City of New Martinsville officials took the initiative to develop a hydroelectric facility on the West Virginia side of the Hannibal Locks and Dam during the middle 1970's.  After approximately ten years of deliberations with various resource and Government agencies, the City obtained a FERC License.

Project Milestones

June 4, 1984 The City of New Martinsville was issued a license by FERC to construct, operate and maintain a hydroelectric project, designated FERC Project No. 3206, on the East bank of the Ohio River, adjacent to and made a part of the Hannibal Locks and Dam, locate at Ohio River Mile 126.4
May 14, 1985 A Memorandum of Agreement was signed between the U.S. Army Corps of Engineers and the City of New Martinsville, which establishes the mode of hydroelectric operation.
August 1, 1986 Construction of the hydroelectric plant begins
April 1, 1986 The Electric Energy Purchase Agreement between the City of New Martinsville, WV and Monongahela Power Company was signed, providing for the sale of electric energy produced by the hydro facility.
July 27, 1988 Thirty day test run on Unit #2 commenced
August 26, 1988 The Operations Coordination Agreement between the City of New Martinsville and Monongahela Power Company was signed.  This Agreement sets forth the operations and reporting requirements which will result in the safe and efficient integration of New Martinsville power into the Monongahela Power Transmission System.
August 29, 1988 Thirty day test run on Unit #1 commenced
